What the registry actually costs in Madhya Pradesh: a worked example on a ₹60 lakh flat
Stamp duty, registration fee, TDS, society transfer, lawyer. The gap between the price you agreed and the money that leaves your account, added up line by line.
Buyers budget for the flat and then get surprised by the paperwork. The registry is not a formality with a small fee attached — on a ₹60 lakh flat in Indore it is comfortably the largest cheque you write after the property itself, and almost none of it can be borrowed. Banks lend against the property value. They do not lend you the stamp duty.
One warning before the arithmetic. Stamp duty and registration rates are set by the state and revised in the budget; guideline rates are revised by the district committee. Every number below is a structure to plan against, not a quote. The number to actually trust is the one the MP registration department’s own calculator returns for your specific ward and property — get that printed before you sign anything.
First: duty is charged on the higher of two numbers
This is the part that catches people, and it catches them after they have agreed a price. Stamp duty is not calculated on what you paid. It is calculated on whichever is higher: the agreement value, or the government guideline value (the collector rate) for that locality, building and floor.
So if you negotiate brilliantly and buy a flat for ₹55 lakh whose guideline value is ₹62 lakh, you pay duty on ₹62 lakh. Your negotiation saved you ₹7 lakh on the price and nothing at all on the duty. Conversely, if you are paying above guideline value — which is the normal case in a rising locality — duty follows your agreement value.
Pull the guideline value for the property before you finalise the price, not after. It changes what the deal actually costs you.
Guideline value is published per locality and adjusted for building type, floor, age and amenities. Two flats in the same tower can carry different guideline values. Ask your broker or the sub-registrar’s office to run the exact one for the unit, in writing.
The worked example: ₹60,00,000 flat in Indore
Assume agreement value ₹60 lakh, at or above guideline value, bought in a single buyer’s name, with a home loan.
- Stamp duty. In MP this is not one line — the challan shows a principal stamp duty plus a municipal duty and a janpad or upkar component, which is why the effective total lands well above the headline rate people quote. Budget the combined figure in the region of 7.5% of ₹60 lakh, about ₹4,50,000, and confirm the current composite rate for your municipal limit.
- Registration fee. A separate charge on top of stamp duty. At roughly 0.8% that is about ₹48,000.
- TDS under section 194-IA. Because the consideration is ₹50 lakh or more, you must deduct 1% — ₹60,000 — from the seller and deposit it yourself using Form 26QB within the statutory window. This is not an extra cost to you; it comes out of the seller’s money. It is, however, entirely your legal obligation, and the penalty for missing it is yours too. If the seller is an NRI the rate and mechanism are completely different and you need a professional.
- Loan processing and legal-technical. Bank processing fee plus valuation and legal vetting. Realistically ₹15,000 to ₹35,000, and the processing fee is often the one line in this whole list that is genuinely negotiable.
- Your own title check. An independent lawyer reading the chain of documents: ₹8,000 to ₹20,000. Do not let the builder’s panel lawyer do this for you. They are not your lawyer.
- Society transfer and share certificate. Varies by society, commonly ₹10,000 to ₹25,000, plus clearing any maintenance arrears the seller has quietly accumulated. Ask for a no-dues certificate before you register, not after.
- Mutation (namantaran). Getting the municipal and revenue records changed into your name after registration. Small money, but it is not automatic and people forget it for years, then discover the problem when they try to sell.
Add it up: roughly ₹5.3 to ₹5.8 lakh in cash on a ₹60 lakh flat, sitting outside the loan. On a typical 80% loan you are also finding ₹12 lakh of down payment, so the real cash requirement at registry is closer to ₹18 lakh than the ₹12 lakh most people plan for. That gap is the single most common reason a deal slips by two months.
The concessions worth asking about
Madhya Pradesh has historically offered a reduced stamp duty rate when the buyer is a woman, and there have been periodic rebates on certain categories of transaction. These get revised, so do not take a number from a blog post — including this one. Ask the sub-registrar or your lawyer what is in force this financial year, because if a concession applies, registering in your wife’s or mother’s name is a decision worth several tens of thousands of rupees and it has to be made before the deed is drafted, not after.
Three practical rules
- Never under-declare the sale value to save duty. It is a standard suggestion and it is a bad trade. You create a cash component with no paper trail, your capital gains on the eventual sale are computed off the lower recorded price, and if the declared value falls below guideline value the department can reassess anyway. You save a little duty now and buy a tax problem later.
- Get the guideline value in writing before you agree a price. It is the input to your budget, not a surprise at the end of it.
- Budget the registry as a separate line from day one. Treat the flat as costing 9 to 10% more than the sticker, and you will never be the buyer asking for two extra weeks at the sub-registrar’s door.

Your best inventory is in a WhatsApp group you cannot search
Broker groups move faster than any CRM, and everything in them is gone within a day. The problem is not the group — it is that nothing survives it.
